House Committee Chairman on University Education denies attributing IPPIS removal to Speaker

The chairman of the House of Representatives Committee on University Education, Hon. Abubakar Hassan Fulata, has issued a clarification on the media reports that quoted him as saying that the Speaker of the House, Rt. Hon. Abbas Tajudeen, supported the removal of tertiary institutions from the Integrated Payroll and Personnel Information System (IPPIS).

In a press release dated December 10, 2023, Hon. Fulata said that he spoke in his personal capacity and not as a representative of the Speaker or the House. He said that his opinion on IPPIS was his own and not that of the Speaker or any other member of the House.

He explained that he made the remarks at the 3rd International Conference of the Gender Policy Unit, Ahmadu Bello University (ABU) Zaria, on Wednesday, December 6, 2023, where he expressed his personal opinion on the need to remove tertiary institutions from IPPIS.

He said that he was misquoted by some media outlets that attributed his opinion to the Speaker, who he said had not made any official statement on the matter.

He urged the media to be guided and always attribute comments to appropriate sources. He also reiterated his commitment to work with his colleagues to improve the welfare of teachers in tertiary institutions and to ensure that education receives a substantial portion of the national budget.

Hon. Fulata is the member representing Birniwa/Guri/ Kiri Kasama Federal Constituency in the House of Representatives. He is also the chairman of the House Committee on University Education, which oversees the affairs of the federal universities in the country.

IPPIS is a centralized payroll system introduced by the federal government to ensure transparency and accountability in the payment of salaries and allowances of public servants. However, some tertiary institutions, especially the Academic Staff Union of Universities (ASUU), have opposed the implementation of IPPIS, citing its violation of the autonomy and academic freedom of the universities.
